🎯 OBJECTIVE
You are in command of a high-security detention facility attached to Metropolitan Police Precinct 13. Process incoming arrests, manage prisoners, maintain order, prevent escapes, and climb the ranks to become Police Commissioner. Survive 100 days of escalating chaos.
📅 SHIFT SYSTEM
Each day consists of 3 shifts (Morning / Afternoon / Night). Time advances when you end shift. New arrests arrive daily. Prisoners eat, fight, scheme, and attempt escapes. Your reputation, budget, and order score determine promotions and endings.
🔒 CORE SYSTEMS
- Booking: Process new arrestees. Choose cell, set security level, decide interrogation priority.
- Cells: Monitor capacity, cleanliness, fights. Transfer, isolate, or release prisoners.
- Interrogation: Extract confessions, intel on gangs, escape plots. Success based on skills + pressure.
- Evidence: Collect, store, and link to cases for court victories (bonus reputation + budget).
- Staff: Hire guards, medics, counselors. Assign to blocks. Morale matters.
- Upgrades: Better cameras, reinforced doors, better food, solitary, psych wing, etc.
- Events: Riots, VIP prisoners, media scandals, gang wars inside, hostage situations, blackouts.
⚖️ SCORING & ENDINGS
Track: Order (prevent chaos), Justice (convictions), Humanity (no deaths/abuses), Efficiency (budget + capacity). Multiple endings: Legendary Warden, Corrupt Kingpin, Massacre, Reformer, or Total Collapse.
💡 TIPS FOR SURVIVAL
- High-risk prisoners need solitary or max security — never mix gangs.
- Feed regularly or hunger riots start.
- Interrogate early for intel before they organize.
- Keep staff morale high or they quit / get corrupted.
- Budget is tight. Prioritize cameras and doors first.
- Some prisoners are informants. Protect them.
- Night shifts are when most escapes happen.
